Main objectives

1. The institutional capacity of National Independent Electoral Commission (NIEC) is developed to fulfill its mandate to prepare for and conduct electoral operations, including at the subnational level.

2. Support the National Independent Electoral Commission (NIEC) to conduct electoral operations to prepare for elections in 2021, including voter registration planning and voter education.

3. Support the Federal Government of Somalia (FGS) to develop the electoral legal framework, including the system of representation, through a consultative and inclusive approach.

What we do

The Project, started in January 2020, has supported the organization of the 2020 general elections and the 2021 sub-national elections. 

In that time, it has focused on the following 4 areas:

  1. Provision of technical assistance and expert advice to the OEP.
  2. Creation of spaces for dialogue with key actors, to reduce the possibility of electoral violence.
  3. Dissemination of women’s political rights and support for their full exercise.
  4. Acquisition of critical electoral equipment, in replacement of that obsolete, damaged or destroyed.

Technical Assistance

  • Assistance based on the work of a team of 29 national and international electoral specialists.
  • With physical presence in the 9 departments and the 10 Electoral Tribunals of the country: TSE and 9 TED.
  • Advice in terms of electoral operations, data computation, electoral justice, intercultural democracy, communication and strategic planning, etc.

Electoral dialogues

  • Until May 2021, more than 375 events and dialogues organized in all departments of the country.
  • Political and civil society organizations, the media, other institutional actors, women, youth and indigenous people are the target audiences.
  • The political campaign, electoral regulation, biosecurity, chain of custody, the electoral roll, the computer system and the political context are the topics addressed.

Gender

  • Organization of events and spaces to promote gender equality in the electoral context, the effective dissemination of women’s political rights and the substantive discussion on female political empowerment

Procurement of electoral materials

  • Immediate or short-term acquisition of electoral equipment destroyed, damaged or stolen in 2019.
  • As of May 2021, more than USD 2.5M spent on critical hardware and software for the organization of elections

Covered elections

  • General elections 2020, on 18 October
  • Sub-national elections 2021, on 7 March
